Paul is also a member of the Ombudsman Victoria's Investigative Panel, with special reference to Higher Education.

Background

Paul's education includes a completed Bachelor's degree, a current enrolment at Master's level, and extensive professional grounding in management training. Paul was closely involved with the establishment of the Australasian professional association for general staff in Australian post-secondary and university providers – the Australian Institute of Tertiary Educational Managers (AITEA) now ATEM. He has regularly participated in the annual conferences of this organisation since its inception in 1976, with a particular emphasis on professional development and training.

Professionally, Paul has more than thirty years experience in the provision of management support services to educational providers particularly in the Higher Education and VET sectors, and has worked at senior levels in Australia and many neighbouring countries.

Experience

       1979–1993: Associate Registrar, The University of Melbourne.
1993–: Consultancy activities in management in Higher Education, Vocational Education and Training, and Distance Education.

Recent Appointments

       1993–1997: Managed New World Consulting Corporation, an agency consulting to management in Higher Education. Clients included Universities, Indigenous communities, and an AusAid engagement (TASEAP (1996-7)) based in Thailand.
1997–2000: Manager, KPMG Consulting Australia, specialising in Higher Education, Technical And Further Education, and Vocational Education & Training. Clients included Universities and TAFES, in Australia and abroad, the Asian Development Bank, the International Finance Corporation of the World Bank. Other clients included diverse agencies of the Australian Commonwealth and State Government Education Ministries and overseas, Ministries responsible for Education, Employment and Manpower Planning.
2001–2002: Project Director for the set-up phase for teaching delivery to RMIT Vietnam, a major new international university.
2003– : The provision of Consulting Services through University Management and Advisory Services International (UMASI). Clients include Australian and international providers of Higher Education and Vocational Education and Training, agencies of Government such as the Ombudsman Victoria, and other educational providers in Australia and abroad seeking to extend the delivery of educational services to a range of new consumers.
